TOPIC: TXDOT TO ADDRESS I-10 WATERSHED PROJECT
WHERE: HOLY TRINITY REFORMED EPISCOPAL CHURCH 211 BYRNE STREET, HOUSTON, TX (Corner of Byrne and Beauchamp)
Alan Wang, Supervising Design Engineer, and Elie Alkhoury from the District Consultant Contraction Administration Office of the Texas Department of Transportation will be speaking on the I-10 Watershed Project. The presentation will include current and proposed changes to the exits and entrances that impact the greater Heights area (Houston Avenue to Washington Avenue) along I-10, status of the plans to construct the water holding ponds along White Oak Bayou, and the status of plans for a park and hike and bike trails in conjunction with the proposed holding ponds.

TPC to vote on gutting walk, bike, and livability projects

The Transportation Policy Council (TPC) Executive Committee has chosen to ignore citizens and organizations who are expressing overwhelming support for better pedestrian and bicycle connectivity throughout the Houston region. Their recommendations of funding cuts were released a mere week before the voting meeting at Houston Galveston Area Council and does not give concerned citizens much time to act. It is of the upmost importance that we mobilize, spread the word, and voice our concerns to TPC members before the meeting on Friday February 25, 2011.

Texas Department of Transportation projects near Cottage Grove

Three projects that are in or near the Cottage Grove area. They are:

Project #0912-70-906, the purpose of which is to do landscape development at various locations on IH-610 from US-290 to IH-10. The tentative letting date is September, 2011.
Project #8170-12-006, the purpose of which is to construct an 8-lane divided (raised median) urban street facility on Washington/Hempstead to Washington-Katy split to IH-10. The tentative letting date is September, 2011.
Project #8170-12-004, the purpose of which is to construct a detention channel (phase 1 of 2) along Hempstead Road at UPRR to White Oak Bayou. The tentative letting date is September, 2011.

We will be remembering former Cottage Grove Civic Club President E.I. Smith and will be viewing a presentation: "White Oak Bayou BMP Demonstration Project" to be given by City of Houston engineer Richard Chapin.

Proposed Ordinance “CITY OF HOUSTON AND INTOWN HOMES” Item 19 - 380 Agreement

Today, the Cottage Grove Civic Club received notice of a city ordinance that may be going to council for vote on this or next Wednesday regarding an enormous residential development by Intown Homes. No one in our community has had a chance to review this ordinance and we are very concerned about the potential benefits / impacts that it will have on the already overburdened infrastructure of Cottage Grove. At this point, we simply do not have enough information to either support or reject and we need residents to attend City Council tomorrow afternoon at 1:30 p.m. to speak publicly and request council postpone a decision on this until Cottage Grove residents have had a chance to review the agreement.

Follow this link to Item 19 – 380 Agreement 2 MB PDF which provides general information about this agreement which is a tax incentive for the developer. The area in Cottage Grove that is included borders Eureka Rail Yard and is in Districts A and H.

Questions arise about how a three phase development of homes will impact the MKTHike and Bike Trail plans, the TxDot Detention plans, and with developing the north side of cottage grove as proposed - insufficient roads to handle existing traffic and parking (much less that of nearly twice as many new homes), inadequate accessibility for fire trucks to a massive shared driveway development.

Farrar's office announcement of TxDot's delay to let contract for MKT-Eureka Detention Channels

Alicia Nuzzie of State Rep Jessica's Farrar's office attended Cottage Grove Civic Club's March 2nd meeting and brought an update regarding TxDot's plans to let the construction contracts for the MKT-Eureka Detention Channel project that borders the northern portion of our neighborhood.

James Koch, who is the project person for this at TxDot, told her that TxDot is not going to let the project on April 1st, 2010. They said this project is not funded. They said this project is a back up project to stimulus money and that they don't have enough money at this time to move forward. The information Cottage Grove received about letting dates was sourced from HGAC, and James said this information is not accurate. James said there are three ways this project could move forward: 1) with any leftover Stimulus I money (which was highly unlikely), 2) if it is done through Traditional funding (through money from the TX Legislature) or 3) if there is a Stimulus II package that is granted. If a Stimulus II package is granted, this project still may not move forward since federal transportation projects have to meet certain criteria for the use of the money. If the project is done with Traditional funding, the project would not begin until 2012.

This was all the information Alicia had at the time, but said she would continue to monitor and research this project to make sure residents had correct information. -cornishhen

Which image do you prefer, the one on the left or the one on the right? As of today, Cottage Grove has no commitment from the City of Houston to fulfill its promise of using its 40+ acre purchase of the MKT ROW for hike and bike trails and related purposes. In one month, on April 1, TxDot is letting the contract to build its detention channels through the MKT ROW and their plan will eliminate existing landscape and install fencing.

Since the plan originated in 2008, Cottage Grove Civic Club has been requesting a holistic approach be taken regarding this major infrastructural change. More information on the subject can be found in Linda Mercer's document "The Eureka Trail In Urban Houston: At Risk or In Development?" and in White Oak Bayou's "MKT Section Sketch: Base Condition through Mature Tree Condition".

New Trees along MKT trail

The City of Houston has planted new trees along the native gully that follows the rail line through the MKT-Eureka right-of-way located in the north western section of Cottage Grove near the intersection of Kansas Steet and Hempstead Highway.

Please join the White Oak Bayou Assoc. on Sunday, Feb 14 at 1PM for an I-10 Feeder Road Bayou Bridge and Detention Pond Sites Drive and Walk Field Trip. We´ll meet at the parking area on the west side of Yale just north of I10 for a look at the proposed Yale bayou feeder road bridge sites and the old rail trestle. From there, we´ll wind around the area via vehicles and short walks to look at the I10 pump station site and to have a look at the proposed detention pond sites to get a feel for how they will function and could be modified to include park features for the benefit of the community. The entire outing will probably last about 90 minutes. All who are planning to attend TxDOT´s I-10 Detention Pond - Drainage Public Hearing on Thursday, Feb 18th at Reagan HS are urged to join the Bayou Assoc on Sunday´s field trip. cornishhen
