Proposed Ordinance “CITY OF HOUSTON AND INTOWN HOMES” Item 19 - 380 Agreement

Today, the Cottage Grove Civic Club received notice of a city ordinance that may be going to council for vote on this or next Wednesday regarding an enormous residential development by Intown Homes. No one in our community has had a chance to review this ordinance and we are very concerned about the potential benefits / impacts that it will have on the already overburdened infrastructure of Cottage Grove. At this point, we simply do not have enough information to either support or reject and we need residents to attend City Council tomorrow afternoon at 1:30 p.m. to speak publicly and request council postpone a decision on this until Cottage Grove residents have had a chance to review the agreement.

Follow this link to Item 19 – 380 Agreement 2 MB PDF which provides general information about this agreement which is a tax incentive for the developer. The area in Cottage Grove that is included borders Eureka Rail Yard and is in Districts A and H.

Questions arise about how a three phase development of homes will impact the MKTHike and Bike Trail plans, the TxDot Detention plans, and with developing the north side of cottage grove as proposed - insufficient roads to handle existing traffic and parking (much less that of nearly twice as many new homes), inadequate accessibility for fire trucks to a massive shared driveway development.

    I support this new development. the site plan shown is not in Cottage Grove. It is actually another proposed InTown development project located in central Spring Branch. The city ordinance includes 3 development projects. The impact to the existing infrastructure is why the developer is including the city in the project. The agreement between City and Developer states the public infrastructure within the development area will meet city infrastructure design guidelines such as roads, drainage, water, wastewater, landscape and land planning oridances. The development is a first class development project for the cottage grove subdivision area. The proposed TxDOT drainage ditch project is on hold for now due to lack of funding. The hike and bike trail will become realty when funding becomes available also. the Gulf Coast Rail District Authority is currently studing a commuter rail line in the area also. This commuter rail line is a big plus for commuters to travel from Galveston to Hempstead in the near future. The city will soon authorize a preliminary engineering drainage study of the Cottage Grove subdivision next year. This is the first step to address the overall drainage concerns in our neighborhood. the study will most likely look at roadways and parking since the existing drainage system utilizes roadside bar ditch system. Street, walks and on street parking can not be addressed unles the roadside bar ditches are converted to underground storm sewer system to provide additional width for road, walk and parking.
    I hope Council member Gonzales and Cottage Grove HOA will consider allowing this new development project to continue moving forward. It will be a great asset to our neighborhood.

    With this new plan, are they going to consider the considerable traffic increase on Kansas Street? It is already a drag strip with constant traffic. At this point it is almost unsafe to back out of our driveways, what is it going to be when you add all these additional homes and vehicles? There needs to be addditional access and not just Kanasas Street.
